Family Self Sufficiency (FSS) Program

The Family Self-Sufficiency (FSS) Program is a voluntary program for current participants of the Broward County Housing Authority’s Housing Choice Voucher Program. Its’ purpose is to assist families receiving rental assistance improve the quality of their lives and reduce the dependence on public assistance and welfare. FSS is for individuals who are willing to commit to changing their lives.

The program involves counseling and referral services which are provided on an individual basis in the following areas:

  • Education
  • Job Training
  • Employment Opportunities
  • Budgeting
  • Credit Counseling
  • Homeownership Counseling
  • Business Ownership

Each FSS participant creates a maximum five year plan which maps out the participants goal. The FSS staff will work with the household to identify, locate and arrange for the services they need to accomplish these goals.

Who is eligible?

Program participation is open to all Housing Choice Voucher (formerly Section 8) clients. Any Housing Choice Voucher applicant family must lease up before they can execute an FSS contract.

The Participant can be employed, unemployed, in school or out of school, receiving welfare assistance and Social Security or SSI benefits.

Program Requirements

  • Be a participant of the HCV program
  • Have a genuine desire to change
  • Commit to a five year contract
  • Adhere to program rules
  • Make measurable progress toward goals
  • Maintain regular contact with FSS staff
  • FSS Action Plan
